Have you ever heard of a 30-35 year old youth who has a post graduation degree in 48 subjects? You will say ‘Impossible, because it takes 2 years to do post graduation in one subject. There must be some fraud.
You are right, this fraud has come to light in the college lecturer recruitment examination of RPSC. The Commission had invited applications for 1913 posts of college lecturer in 48 different subjects.
Many candidates have turned out to have filled 48 forms from different subjects, claiming to have master’s degrees in 48 subjects. The Commission has issued notices to 278 such candidates and asked them to show their degrees.
Is this a deliberate move to leak the paper? Bhaskar investigated this entire matter…

RPSC had recruited 1913 posts for college lecturer in 48 subjects. More than 2 lakh candidates filled the form for this. Among these, 1280 candidates were found who filled the forms in two or more subjects. 278 candidates were found who filled the form in four or more subjects.
Post Graduate in 48 subjects… Is your age more than 115 years?
The surprising thing here is that how can any person do PG (Post Graduation) in 48 subjects. Because the Commission had kept the maximum age of application at 40 years. It takes 2 years to do PG in one subject, hence it will take 96 years to do PG in 48 subjects. One graduates at around 17 to 18 years of age.
In such a situation, if the self-declaration of the candidates is considered correct, then will the age of the applicant be close to 115 years, which is not possible. Secondly, for a college lecturer, along with PG, NET/SET or PhD is also one of the mandatory conditions.
When Bhaskar talked to the candidates who filled more forms, what reasons did they give, let us know…
A candidate said – I have PG in 3 subjects, I filled 48 applications by mistake.
Anil Meena, resident of Dooni, Tonk district, had applied in 48 subjects. When Bhaskar talked to Anil, he said that he is a post graduate in History, Political Science and Geography. He does not have a master’s degree in all 47 subjects. He may have filled out too many forms by mistake, he has no idea about it.
2 candidates said – not only PG and filled 47-47 application forms by mistake
Bharat Meena and Rakesh Meena, residents of Awan Dooni of Tonk district, applied in 47-47 subjects. When we talked to them, they told that they had filled the forms by mistake, even though both of them had only completed graduation. He is currently studying PG.

Many exams of RPSC have been surrounded by questions in the last few years. In such a situation, the concern of the candidates has increased as another fraud related to the examination has come to light.
Regarding this entire incident, Bhaskar talked to some candidates who had filled the form and RPSC Secretary (IAS) Ramniwas Mehta and found out the whole matter.
How was the fraud exposed?
RPSC Secretary Ramniwas Mehta said that the examination applications were scrutinized by the Commission and by entering the One Time Registration numbers in the Management Information System (MIS), it was found out which candidates had applied for how many subjects. So that they can be allotted examination centres.
Here it was found that there are 1280 candidates who have applied for two or more subjects. The surprising thing was that there was a long list of those who applied in four or more subjects.
278 candidates were identified who had filled applications in more than four subjects. Out of these, two candidates were found to have applied in all 48 subjects and two had applied in 47 subjects. When these candidates were contacted for this, the reality came out. Many applicants have done PG in three subjects only, but applied for 47 subjects. Found many people who not only have PG degree, they are also applying 40-40.

This is why RPSC’s problems increased
The biggest problem is that there are two papers for each subject. For this, candidates have to allot a centre. If someone has filled two forms then two centers will be available. Besides, RPSC will also decide that both its exams should not be held on the same day.
In such a situation, if someone has filled 48 forms, then a separate exam will have to be conducted every day and the responsibility of making him/her sit for each exam will have to be fixed. In such a situation, the examination will have to be conducted for a long time.
Is this a deliberate move to leak the paper?
The Commission suspects that such a large number of forms were filled under the influence of mischief or a well-planned conspiracy by the coaching center owners, so that the exam could last for as many days as possible to fix their exam schedule. This will cause unnecessary delay in the exam and the coaching operators will benefit from it.
Big reason for filling more forms: No fees to be paid, travel on roadways is free
One reason for filling more forms is that the government has made the exam fee free after one time registration. Besides, after the release of the admit card, his/her travel to and from the center is also made free in roadways buses. The department is assuming that the candidates who just want to travel may be filling more applications. Secondly, document verification will be done only for those candidates who will be selected in the exam.
Called commission office with documents
Mehta said that when the fraud was prima facie confirmed, the Commission has issued notices to all 278 candidates considering them suspicious. They have been ordered to appear in the office on September 23 with documents.
The Commission has written in the notice that 2,01,136 applications were received for 1913 posts. This number is more than 105 times. Misusing the facility of free application or deliberately submitting online application forms to the Commission in more than 4 out of 48 subjects.

The Commission has sent notices to 278 such candidates.
Therefore, you are informed through notice that you must be present in the Commission office on 23 September 2023 at 9.30 am with your identity card, copies of all the online filled application forms and original documents, so that your application form can be accepted. Appropriate decisions can be taken in this regard.
In case of your voluntary absence, it will be considered that you have made this application by making a false declaration by conspiracy, hence all your application forms for this recruitment examination will be cancelled. Also this matter is related to Police/SOG. Will be sent for action.
