Terminus Road in Eastbourne was blocked due to the incident which happened at 11.40am this morning.
A platform was used to lead up to the flat’s window, although it is not clear whether this was needed for the incident.
The team left the spot at one o’clock in the afternoon.
The ambulance service also got involved.
An East Sussex Fire and Rescue Service spokeswoman said: “We were called to Terminus Road at 11.40am.
“We just left the scene.”
