When Nitish Kumar formed the government for the first time in Bihar, the mission was to stop the drop out of children from government schools. Other schemes are in place, but to stop the drop out of children up to middle school, there is only one way – mid day meal. Children will come on the pretext of eating, some will read it – in a way this sutra has been accepted. Nitish Kumar has been the Chief Minister for more than a decade and a half, but even today mid-day meal is a big issue in schools. The government is not able to ensure that whatever food is available, it is of standard quality. Till date, the provision of centralized kitchen could not be made, due to which the schools run as eateries. In this, children have to bring bags including utensils along with slate-pencil. Looting the children’s food in such a way that they opposed the linking of attendance with Aadhaar because the whole lot is of attendance.
Although every month there are two or four reports of disturbances in mid-day meal in Bihar, but with the beginning of August, when the children of a school in Munger came to show food to the SDO, the picture and video No one could stop it from going viral. Immediately there was a mourning from the school headmaster and before the inquiry report came, an order for a pay ban was also made. But it doesn’t appear to be a solution. That too in this condition where there is a complaint of getting a worm in the mid-day meal and sometimes a lizard. Most of the complaints have come about getting lizards. By the way, Satish Chandra Jha, director of the Mid-Day Meal Scheme in Bihar, also believes that ‘many of its complaints also come due to discrimination among the members of the school education committee.’
By the way, no one ever complains about not getting egg or getting half or getting banana as seasonal fruit or not getting sev. Sometimes half a boiled egg is also available. There is also compulsion because today how to feed boiled egg for 5 rupees when it has become 7 rupees in the market. Who should bear the cost of going to the wholesale market to buy it in the whole sale! The ground reality is that in the name of Sawan, most of the schools have stopped feeding eggs, bananas are being fed instead. By the way, banana is the only option among fruits because what if a whole apple, no other fruit can be given for that much money. Bihar Director of Mid-Day Meal Satish Chandra Jha says in the light of the latest Munger case- ‘The children showed courage and reached with a complaint, it is a good thing. But, if it is a mistake at the level of the headmaster, then why did the ward representative and parent representative in the school committee not come to know earlier? Children are everyone’s responsibility. Out of 70 thousand schools in the state, the school education committee is managing the mid-day meal in 65 thousand schools, the rest of the work is done by the NGOs. After Corona, children have started getting mid-day meals from February 28 this year. If children are coming, then you should be concerned about their mid-day meal. We take updates through IVRS, but for daily monitoring in 65 thousand schools, no one can always go to the directorate. So, the people of the committee have to be aware.
In fact, the compulsion of the director is also visible. Trouble is natural when one or two teachers are engaged in this work in a school troubled by the shortage of teachers and the work is being run by a single cook. In Bihar, many big organizations took the initiative to provide mid day meal but this formula did not work. Only a few NGOs are doing this work, rest are dependent on schools. Now if the cook fell ill or the rice did not reach the remote area, it is not difficult to understand what would have been available according to the menu.
