New Delhi: WhatsApp call: The Center has drafted the Indian Telecom Bill 2022, toughening its stance against video communication and calling apps. The new draft proposes to bring WhatsApp, Zoom and Google Duo under the telecom license. The draft of this bill is available for all on the website of Department of Telecom and along with this, the department has also invited suggestions from industries on this bill. If the Bill is passed, the Department of Telecommunications will comply with it.

The draft Indian Telecom Bill 2022 has included many new things. According to this, calling and messaging apps like WhatsApp, Skype, Zoom, Telegram and Google Duo will now have to get a license. Also, they will have to get a license to operate in India like telecom companies. OTT platforms have also been included in the new telecom bill. It is proposed to exempt press messages published in India by official correspondents of the Central or State Governments.

According to the draft “for the provision of telecommunication services and telecommunication networks, an organization is required to obtain a licence.” The deadline for public comments on the draft is October 20. Another important section proposes to waive charges and penalties on telecom and internet service providers. IT Minister Ashwini Vaishnav had shared the draft of this bill on social media.

What is special about the new draft?

The draft bill also proposes to refund fees if an internet or telecom service provider offers to surrender its licence. Further, the Center may waive in whole or in part the entry fee, license fee, registration fee or any other charges or fees, including interest, surcharge or penalty, for any licensed or registered institution.

Telecom companies in the country have been complaining of losses by providing messaging and calling services to users on platforms like WhatsApp and Facebook. These telecom companies are saying that their services come under telecom services. In such a situation, the bill will be tabled in the parliament after getting the consent of the people.
